નવી દિલ્હી: મોદી સરકારે ઘરેલૂ અને વિદેશ રોકાણકારોને સૌથી મોટી રાહત આપી છે. નાણાં મંત્રી નિર્મલા સીતારમણે જણાવ્યું હતું કે, સરકારે ફોરેન પોર્ટફોલિયો ઈન્વેસ્ટર્સ એટલે કે FPI અંતર્ગત વિદેશી રોકાણકારો પર લાગતો સરચાર્જ હટાવી દીધો છે. ટેક્સ નિષ્ણાંતોનું કહેવું હતું કે, સરચાર્જ લાગ્યા બાદ વિદેશ રોકાણકારો ભારતીય બજારમાંથી બહાર નીકળી રહ્યા હતાં. હવે સરચાર્જ ખતમ થતાં વિદેશી રોકાણકારો ભારતીય બજારમાં પરત ફરશે.
શોર્ટ ટર્મ અને લોંગ ટર્મ કેપિટલ ગેઈન પર લાગતો સરચાર્જ સરકારે ખતમ કરી નાખ્યો છે. આ નિર્ણય મોટી રાહતવાળો હોઈ શકે છે કારણ કે એફપીઆઈએ નાણાં મંત્રી નિર્મલા સીતારમણ સાથે થયેલી બેઠકમાં સ્પષ્ટ કહ્યું હતું કે, જો સરચાર્જ પરત લેવામાં નહીં આવે તો રોકાણ કરવું મુશ્કેલ સાબિત થઈ શકે છે.
નાણાં મંત્રીએ જાહેરાત કરી હતી કે, ઘરેલૂ રોકાણકારો પર પણ LTCG અને STCG પર લગાવવામાં આવેલા સરચાર્જમાં રાહત આપવામાં આવી છે. એફપીઆઈ અને ઘરેલૂ રોકાણકારો પર સરચાર્જને ખતમ કરીને શેર બજારમાં ટ્રેડિંગ કરવા પર બજેટ પહેલાંની સ્થિત જાળવી રાખવામાં આવશે. નોંધનીય છે કે બજેટમાં સરકારે અમીરો પર સરચાર્જ વધારવાનો નિર્ણય લીધો હતો. મહત્વની વાત એ છે કે, સરચાર્જ હટાવવાની જાહેરાત બાદ શેર માર્કેટમાં મોટી તેજીના એંધાણ જોવા મળી રહ્યા છે.
બજેટમાં સરકારે અમીરો પર સરચાર્જ 15 ટકાથી વધારીને 25 ટકા કરી નાખ્યો હતો. આ સરચાર્જ રૂપિયા બે કરોડથી પાંચ કરોડની આવક ધરાવતા લોકો પર નાખવામાં આવ્યો હતો. જ્યારે પાંચ કરોડથી વધારે આવક ધરાવતા લોકો પર સરચાર્જ 15 ટકાથી વધારીને 37 ટકા કરવામાં આવ્યો હતો.

સરચાર્જના દાયરામાં આવ્યા બાદ FPIએ ભારતીય શેર બજારમાંથી મોટા પ્રમાણમાં પૈસા પરત લેવાની શરૂઆત કરી હતી. આ જ કારણે શેરબજારમાં મોટી ઉથલપાથલ જોવા મળી હતી. પાંચમી જુલાઈના રોજ બજેટ રજૂ થયા બાદ 22 ઓગસ્ટ સુધી વિદેશી રોકાણકારોએ ભારતીય શેર બજારમાંથી 27,525 કરોડ રૂપિયાની વેચવાલી કરી છે.
